Over four years, the High Level Construction Forum (HLCF) has brought together hundreds of stakeholders to co-develop a transition pathway towards a greener, more digital, and resilient construction sector. Through a series of meetings, webinars, and surveys, the forum engaged participants on topics such as circular economy, whole life carbon, industrialised construction, indoor air quality, and digital tools like building information modelling (BIM) and digital building logbooks (DBLs). Key milestones included the launch of the Transition Pathway for Construction in March 2023, followed by yearly forum meetings to assess progress, share pledges, and define future priorities. The HLCF also produced several research papers and promoted EU initiatives related to construction material pricing, innovation, and skills development. Its efforts culminated in a broad commitment across sectors to align with the European Green Deal and digital transition goals.
