The second meeting of the High-Level Construction Forum (HLCF) was held on 6 April 2022 with more than 150 participants from industry, EU Member States, the European Commission, and other stakeholders. During the morning plenary, the Commission presented public consultation results on several green transition scenarios. Key topics included: resilience (capabilities, supply chain), green (LCA, decarbonisation, energy efficiency), and digital (interoperability, data sharing, technological access). 

 

The afternoon breakout sessions underlined the urgency caused by crises such as the pandemic, the war in Ukraine, and the climate crisis. Concrete examples were shared: Czech Republic BIM strategy, Italian guidelines for decarbonisation (ANCE), and Swedish roadmaps for fossil-free competitiveness. Participants selected five priority themes for the next meetings via vote: 

 

- calculations of GHG emissions on overall life cycles; 

- digital instruments expansion for the green transition;

- secondary markets for materials and equipment; 

- supply chain resilience; 

- share and interoperability of data. 

 

These themes guided the path to co-creation for the sector’s transition until 2023.
