The European Commission (DG MOVE) conducted a study examining the management of infrastructure works that impact rail network capacity, focusing on planned temporary capacity restrictions (TCRs). The study investigates three key areas: the implementation of European law regarding TCRs, current practices in planning and executing TCRs, and the effects of TCRs on rail stakeholders. Researchers carried out 20 European case studies, collecting insights through focus groups and interviews with Infrastructure Managers, Railway Undertakings, and Industry Associations. The study identifies key challenges hindering efficient TCR planning and execution, such as insufficient coordination, unclear communication, and the lack of harmonized procedures across networks. Additionally, it assesses how TCRs influence stakeholders’ operations, including scheduling, operational efficiency, and service reliability. Based on these findings, the report provides conclusions and practical recommendations to improve the planning, management, and implementation of TCRs. Proposed measures aim to enhance coordination, minimize disruptions, and optimize network capacity. The study also presents tentative cost-benefit estimates for these measures, highlighting potential economic and operational gains. Overall, the report serves as a comprehensive reference for policymakers and industry players seeking to achieve more stable, coordinated, and efficient management of rail infrastructure works across Europe.
