On the 24th of April 2024, the High Level Construction Forum (HLCF) organised its fourth annual meeting focused on monitoring the implementation of the Transition Pathway for a green, digital, and resilient construction sector.

The full-day agenda comprised three parts: (1) an overview of strategic challenges and confidence, (2) stock-taking of EU, national and industrial actions, and (3) a collaborative workshop on future priorities. EU institutions, Member States, and industry discussed strategic challenges, including labour shortages, housing affordability, energy costs, and material dependencies. The forum introduced updates on the Energy Performance of Buildings Directive (EPBD), promoting zero-emission buildings, whole-life carbon assessments, and renovation targets. National strategies were presented, such as the Dutch data space for construction and Spain’s BIM integration. The workshops held in the breakout session addressed three pillars: 

Key EU initiatives include the new Construction Products Regulation, the new European Bauhaus Academy, and skills partnerships. The forum emphasised cooperation, investment in innovation, and use of standards to meet EU climate targets.
