CINEA has opened a new €600 million call under the Connecting Europe Facility (CEF) Energy programme, supporting both feasibility studies and construction works for cross-border energy infrastructure listed as Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs). Applications can be submitted until 30 September 2026.

Published on 30 April 2026, the call targets projects on the second Union list of PCIs and PMIs, established under the revised TEN-E Regulation (EU) 2022/869. Eligible sectors include electricity transmission, hydrogen and electrolysers, CO₂ networks, smart grids for electricity and gas, as well as projects falling under Art. 24 (gas derogation). PCIs are flagship infrastructure investments designed to complete the internal energy market within the EU, while PMIs extend the same logic to cooperation with countries outside the Union.
For the construction ecosystem, this funding stream is directly relevant: large-scale energy infrastructure - pipelines, transmission lines, hydrogen networks, CO₂ transport systems - requires significant civil engineering and construction capacity throughout the design, permitting and delivery phases. Beyond financial support, projects on the PCI/PMI list also benefit from streamlined permitting procedures and more favourable regulatory conditions under the TEN-E framework.
The CEF Energy programme has a total grant envelope of €5.84 billion for 2021-2027. The current updated Union list includes 235 PCIs and PMIs, with project data published on the CINEA Transparency Platform. Full application details are available in the EU Funding & Tenders Portal.
