Run jointly by the European Commission and the European Investment Bank, fi-compass is a dedicated advisory service helping managing authorities and other stakeholders make use of financial instruments - loans, guarantees and equity - co-funded by EU shared management funds, including ERDF and the Cohesion Fund.

Fi-compass guides users through the full life cycle of financial instruments deployed under the main EU shared management funds: ERDF/CF, EAFRD, ESF+, EMFAF and AMIF. These instruments can be set up by Member States and regions to channel EU resources into projects on the ground, either alone or combined with grants.
The platform brings together practical resources - how-to guides, factsheets, case studies, podcasts, networking events and face-to-face training - alongside country-level data on financial instruments already deployed across the EU. For the construction ecosystem, several thematic areas are particularly relevant, notably energy efficiency, urban development and the combination of financial instruments with grants - all central to financing building renovation, sustainable infrastructure and the green transition at regional and local level.
