On 16th December 2025 the European Commission unveiled a comprehensive package to get Europeans better access to affordable, sustainable and good quality housing.
Beyond the European Strategy for Housing Construction, the package includes the European Affordable Housing Plan, the revised rules on State Aid and the New European Bauhaus Communication.

The European Strategy for Housing Construction is the industrial pillar of the Affordable Housing package. It aims at strengthening competitiveness of the construction ecosystem by concrete actions under the following 4 focus areas: simplifying and digitalising residential permitting and administrative procedures, supporting innovation and scaling up in construction, securing access to raw and secondary materials and ensuring access to services and skills. By strengthening competitiveness across the construction ecosystem and addressing bottlenecks in skills, standards and access to materials, the Strategy aims to make it easier, faster and more cost-effective to build. These measures will empower Member States, regions and cities to deliver more affordable, sustainable and resilient housing, supporting Europe’s economic growth.
