The guidance provides recommendations for assessing and managing risks that could affect critical infrastructure and essential services, including natural hazards, extreme weather events, accidents and security-related incidents. It supports Member States, competent authorities and infrastructure operators in strengthening preparedness, business continuity and resilience planning across sectors such as energy, transport, water and digital infrastructure. The guidance forms part of the implementation of the Critical Entities Resilience Directive and aims to promote a more consistent approach to risk management and infrastructure protection across the European Union.
