From a historically hazardous trade, scaffolding has evolved into a recognised and increasingly professionalised occupation across Europe. This report, the outcome of the SCAFFOLD project—coordinated by the European Federation of Building and Woodworkers and supported by the European Commission—explores the transformation of the scaffolding sector in six countries: Belgium, Denmark, Germany, Ireland, the Netherlands, and Poland. 

 

It examines employment patterns, working conditions, and the development of vocational education and training (VET), with particular attention to occupational safety and health (OSH). The report also highlights the growing complexity of scaffolding as a labour process, influenced by new technologies such as lifts, digital planning tools, and emerging robotics.

 

SCAFFOLD aims to strengthen training quality, support safer and more inclusive work environments, and promote equal opportunities—especially for women. It also proposes policy recommendations to enhance social dialogue and regulatory frameworks across Europe. 

 

Through case studies, expert insights, and first-hand accounts from scaffolders, unions, employers, and educators, this report offers a rich and detailed overview of a sector that is foundational to construction safety and in need of continued support and innovation.
