Decision (EU) 2022/2481, adopted on 14 December 2022, establishes the Digital Decade Policy Programme 2030, aiming to accelerate the EU's digital transformation through clear objectives in four key areas:

  1. Digital skillsenhancing citizens’ digital literacy to ensure competence in digital technologies.
  2. Digital infrastructurebuilding robust, secure networks to support connectivity and innovation.
  3. Digitalisation of businessesencouraging enterprises, especially SMEs, to adopt digital technologies to improve competitiveness and innovation.
  4. Digital public servicespromoting accessible, efficient digital public services to enhance citizen engagement and administrative efficiency.

The programme includes a governance framework to monitor progress, foster cooperation among Member States, and implement multi-country projects aligned with the digital targets. It emphasises inclusivity, sustainability, and respect for fundamental rights throughout the transformation process.

Through this initiative, the EU aims to strengthen its digital sovereignty, ensuring digital technologies benefit its economy and society while aligning with broader goals like the European Green Deal.
