The European Commission is offering EUR 24 million in funding under the Horizon Europe programme for AI-powered Digital Twin solutions that enhance urban planning, support climate-neutral strategies, and foster collaboration among European cities.

The European Commission has launched a funding call under the Horizon Europe programme to support AI-driven, innovative solutions for urban planning and management. Applicants are expected to develop resilient Digital Twin models powered by artificial intelligence that:
- Improve urban planning processes
- Encourage participatory decision-making
- Integrate static physical characteristics of urban environments
- Support climate-neutral strategies across multiple European cities
- Explore and evaluate potential use cases
- Assess the replicability of the developed Digital Twins
- Estimate the resources required to implement various projected scenarios
Participation is open to any legal entity, regardless of location, including those from non-associated third countries or international organisations. Proposals must be submitted by consortia comprising at least three cities, each located in a different EU Member State or Associated Country, and participating as beneficiaries.
The total budget allocated for this topic is EUR 24 million, with a maximum expected contribution of EUR 6 million per project. Up to four projects are expected to receive funding.
Applications must be submitted by 4 September 2025.
