The EU Cities Mission has launched a Twinning Learning Programme, pairing 19 cities with Mission Cities to foster collaboration and knowledge exchange, and accelerate progress towards climate neutrality by 2050.

The EU Cities Mission, coordinated by the Mission Platform and managed by NetZeroCities project, has opened a Call for Expressions of Interest (EOI) for its new Twinning Learning Programme. This initiative aims to select 19 Twin Cities to support their journey towards climate neutrality.

The programme is designed to:

  • Assist Mission Cities in advancing the implementation of their Climate City Contract (CCC) actions through collaboration with a Twin City
  • Enable Twin Cities to identify practical and transferable climate solutions and prepare for their local application in coordination with their Mission City counterpart
  • Foster lasting partnerships beyond the programme’s duration

Running from November 2025 to November 2026, the programme will offer:

  • Three progressive learning modules
  • Two in-person site visits (one in each of the paired cities)
  • Tailored support and resources from the NetZeroCities consortium
  • Deliverables to consolidate learning and inform local climate action planning

Twin Cities will engage with their Mission City based on shared learning priorities, which may include areas such as transport and mobility, multi-sector waste management, land use, and more.

The call is open to local authorities—including small, medium, and large cities, metropolitan areas, districts, and other public administrations—from EU Member States and Horizon Europe-associated countries that aim to achieve climate neutrality by 2050 or earlier.
