On 18 December 2024, the Council of the European Union announced the adoption of its negotiating mandate on a revised directive concerning package travel. This revision aims to enhance traveller protection and simplify aspects of the 2015 Directive. The updated directive seeks to bolster travellers' rights and clarify package organisers' obligations regarding refunds, insolvency protection, and voucher usage. This mandate formalises the Council's negotiating stance, allowing the Council presidency to begin negotiations with the European Parliament once the Parliament has established its position.
