The tourism ecosystem lacks clarity in roles among National Tourism Authorities (NTAs), National Tourism Organisations (NTOs), and regional/local entities, leading to overlapping responsibilities. This ambiguity becomes particularly problematic in crisis management, where no single entity is clearly accountable. A clear governance model is needed to define roles in tourism development, resilience building, and crisis preparedness. Improved governance will enhance collaboration, accountability, and efficiency. With clear roles, tourism organisations can better respond to crises and work collectively towards resilience.
