In May 2025, the European Commission unveiled the results of its latest Eurobarometer survey on the significance of culture in Europeans’ lives, guiding the next stages of the Culture Compass for Europe—the Commission’s strategic framework for EU cultural policy. The survey captures EU citizens’ views on a range of culture-related topics, including artistic freedom, generative AI, the working conditions of artists, and the importance of cultural heritage and participation in artistic activities.
The results show that a strong majority of Europeans deeply value culture: 87% support cultural exchange, and 88% emphasise the importance of artistic freedom. However, many respondents expressed concerns about the potential impact of generative AI on artists’ livelihoods.
Conducted between February and April 2025, the survey gathered responses from over 26,319 citizens across the EU. The comprehensive report, along with individual fact sheets for each of the 27 Member States, is available on the Eurobarometer website.
