The 2023/0085/COD Proposal for a Directive of the European Parliament and of the Council on substantiation and communication of explicit environmental claims, also known as the Green Claims Directive, aims to ensure that environmental claims made by companies about their products or services are reliable, comparable, and verifiable across the EU. Its objective is to prevent greenwashing and to help consumers make informed choices.

The proposal focuses on substantiation and communication of claims, verification procedures to ensure compliance and penalties for non-compliance, public transparency of companies on substantiation information and regular reporting to the European Commission on the implementation and effectiveness of the directive.

The proposal is currently under review, with various opinions and amendments being considered by the relevant EU bodies.
