EU Directive, effective from 4 December 2024, establishes the European Disability Card and European Parking Card to facilitate free movement and ensure equal access to preferential conditions for persons with disabilities across all EU countries.

Directive (EU) 2024/2841, adopted by the European Parliament and the Council of the European Union and effective from 4 December 2024, establishes the European Disability Card and the European Parking Card for persons with disabilities, aimed at facilitating their free movement within the EU.

Often, people with disabilities face challenges when their national disability cards or certificates are not recognised in other EU countries. The new European Disability Card will serve as proof of disability status throughout the EU, simplifying cross-border travel.

Both the European Disability Card and the European Parking Card are designed to enhance free movement across the EU, ensuring that holders receive benefits equivalent to those enjoyed by residents of the host country when engaging in cultural, sporting, and leisure activities, or when using public transport and parking services. Benefits include priority access, reduced waiting times, specially designated seating at cultural or public events, beach entry assistance, access to tourist information in formats accommodating their needs, and reserved or extended parking spaces, among others.

Member States are required to adopt and publish the necessary laws, regulations, and administrative provisions to comply with the Directive by 5 June 2027, and to implement these measures from 5 June 2028.
