The Tourism Act from Estonia, updated in December, 2017 by the Ministry of Justice of Estonia, outlines the regulations and requirements for offering and providing tourism services. The Act defines what constitutes a tourism service, such as passenger transport, accommodation, and vehicle rental. It specifies the roles and obligations of travel operators and agents, details the composition of package travel, and describes related travel services that involve separate contracts. Additionally, travel operators must notify authorities about their activities and comply with specific operational requirements (The original piece available only in Estonian).
