Estonia’s Tourism Strategy 2022-2025 aims to position the country as a resilient and adaptable destination by focusing on sustainable growth and recovery post-COVID-19. The strategy outlines three primary goals: restoring tourism demand to pre-crisis levels, enhancing the competitiveness of Estonian tourism products, and ensuring robust connectivity with key markets. With a budget of €126.25 million allocated across various initiatives, the strategy includes targeted actions such as developing innovative tourism products, promoting smart data-driven marketing, and improving accessibility and visitor satisfaction.

By 2025, the strategy targets a significant increase in tourism exports, aiming to reach €2.3 billion. It also seeks to boost the average length of stay for international tourists to four nights, increase the value-added per employee in tourism businesses by 41%, and achieve a visitor satisfaction rating of 3.9 out of 5 for transport connectivity. Emphasizing short-term flexibility due to ongoing uncertainties, the strategy addresses challenges and opportunities identified through current tourism trends and aims to adapt to emerging changes in the global travel landscape.
