On December 14, 2022, the European Commission implemented Decision (EU) 2022/2481, establishing the Digital Decade Policy Programme 2030. This programme is designed to drive the successful digital transformation of the European Union’s economy and society. It sets clear targets for digital transformation, encourages cooperation among EU institutions and member states, and aims to create an inclusive, secure, and sustainable digital environment. The decision outlines key objectives and conditions for achieving these targets, ensuring that the digital transition is aligned with broader EU goals.
The programme's goals include equipping at least 80% of the population with basic digital skills and increasing the number of ICT specialists to 20 million by 2030. Additionally, the programme aims to ensure that 75% of EU companies adopt advanced technologies like cloud computing, artificial intelligence, or big data. More than 90% of small and medium-sized enterprises (SMEs) are expected to reach a basic level of digital intensity, contributing to the competitiveness of businesses across the EU.
The programme also focuses on developing secure and sustainable digital infrastructures, including gigabit connectivity for all citizens and doubling the EU’s share of global semiconductor production. Public services will be fully digitalized, with all key public services available online, 100% of citizens having digital IDs, and e-health services providing access to medical records online. Multi-country projects will address critical gaps in areas such as data infrastructure and cybersecurity. Regular monitoring and reporting will ensure progress toward these objectives, while the European Declaration on Digital Rights and Principles ensures that the transformation is aligned with EU values.
