The European Commission’s new strategy aims to simplify the EU Single Market, ease barriers, promote digitalisation, and Small and Medium Enterprises (SMEs) growth, while encouraging stronger cooperation among Member States.

On 21 May 2025, the European Commission unveiled a new Single Market Strategy to make the European home market more seamless, competitive, and SME friendly. It sets out concrete steps to remove barriers to trade and investment, support SMEs growth, and cut business burdens through digitalisation.

Key priorities include tackling the ‘terrible ten’ barriers raised by businesses ranging from complex rules to lack of mutual recognition and restrictive services regulations. New legislative tools like a Construction Services Act and EU Delivery Act are also planned.

The strategy supports SMEs by introducing a definition for small mid-caps, launching an SME ID tool, and enhancing the SME Envoy Network to ease cross border trade. A simplification package targeting €400 million in annual savings will also allow for more digital submissions and electronic product instructions.

To boost cooperation, Member States are urged to appoint a Single Market Sherpa to monitor implementation and assess national measures that risk creating barriers.
