1. VNF’s action plan to further decrease greenhouse gas emissions from inland waterway transport is twofold: 

A. VNF commits to reduce the environmental and climate footprint of river tourism through three key measures:
a) Modernization and renewal of the fleet thanks to its PAMI program (VNF funding program to support inland waterway operators in adapting their fleet to transport needs and reducing environmental and climate impacts), which is open to every river tourism sectors since 2022. 
• From 2018 to January 2023, the PAMI program financed €2,85m to strengthen the tourism fleet environmental performance and €1,8m to develop innovative solution related to river tourism, with a total of €4,6m. 

b) Roadmaps and actions to deploy alternative fuel infrastructures as well as onshore power supply for vessels at berth. Please find some examples below:
• The FLUENT study to define the decarbonation trajectory of the inland waterway fleet. 
o It was conducted for a total cost of €810 k, from which €634 k was directly financed by VNF. 
• The HVO Test (hydrotreated used vegetable oil) to measure the performance of such fuel compared to non-road diesel. 
• The PROMOVAN project conducting an environmental/energy and financial analysis of an electro-hydrogen retrofit. 

c) Construction of wastewater treatment stations along waterways, to manage water resource, and therefore protect the climate and the environment. 

B. VNF commits to develop green modes of transport along waterways (hiking, cycling, etc.):
- Close collaboration with relevant local authorities to operate and manage cycling lanes. 
- Development of VNF’s properties to build accommodations for cyclists.

2. Such achievements could be measured against the number of fleet engine replacements and retrofits, new infrastructures for onshore power supply, additional availability of cycling lanes, etc. 

3. VNF annual activity report highlights key achievements and data about decarbonation. Moreover, a report about the implementation of the PAMI program is issued on an annual basis. Last but not least, VNF collaborates with the institutional network Vélo & Territoires to produce data about the synergies between waterways and cycling (find attached the latest version).
