The European Commission's Strategy for the Rights of Persons with Disabilities 2021-2030, adopted in March 2021, aims to improve the lives of individuals with disabilities by addressing barriers and promoting full participation in society and the economy. Building on the previous European Disability Strategy 2010-2020, it emphasizes human rights, equal opportunities, and independence for persons with disabilities. Despite past progress, individuals with disabilities continue to face risks such as poverty, social exclusion, and limited access to essential services. The strategy seeks to create an inclusive environment that allows for freedom of movement and independent living across the EU.
Key areas of focus include:
- Accessibility: Enhancing access to transportation, public spaces, and the democratic process.
- Independent living: Supporting the shift from institutional care to community-based living and accessible housing.
- Equal participation: Protecting persons with disabilities from discrimination and violence, ensuring equal access to justice, education, culture, sport, and tourism, and promoting equal access to healthcare services.
- Intersectional approach: Addressing the challenges faced by women, children, refugees, and older persons with disabilities.
- Global leadership: Promoting the rights of persons with disabilities in line with the UN Convention on the Rights of Persons with Disabilities.
Flagship initiatives include the creation of the AccessibleEU knowledge base, the European Disability Card to facilitate support across Member States, and a framework for social services excellence for persons with disabilities. The Commission also focuses on improving labor market outcomes and enhancing cooperation through the Disability Platform, which supports Member States in implementing these initiatives.
