The Commission work programme 2025 outlines the European Union's legislative and strategic priorities for the year, focused on enhancing security, prosperity, and democracy across the Union. Framed by President Ursula von der Leyen’s Political Guidelines and mission letters to Commissioners, the programme responds to an evolving global landscape marked by geopolitical instability, economic pressures, and societal challenges.
At its core, the programme aims to bolster the EU’s competitiveness through structural reforms and targeted investment, including the Clean Industrial Deal, the Competitiveness Compass, and initiatives for digital and energy transformation. Simplification and better implementation of EU legislation are prioritised, with measures to reduce administrative burdens, particularly for SMEs, and a commitment to achieving at least a 25% reduction in regulatory red tape.
It introduces key strategies to ensure Europe's sustainable prosperity, such as the Bioeconomy Strategy, Digital Networks Act, and a new framework for capital markets. Defence and security are strengthened with the launch of a White Paper on the Future of European Defence and measures to reinforce critical infrastructure and crisis preparedness.
Social cohesion and fairness are supported through a renewed European Pillar of Social Rights Action Plan, a Pact for Social Dialogue, and the Union of Skills. The work programme also emphasises environmental resilience, presenting the Vision for Agriculture and Food, the Ocean Pact, and a water resilience agenda.
Democracy and values are protected through initiatives like the Democracy Shield and new strategies for gender equality, anti-racism, and LGBTIQ rights. Globally, the EU will leverage its partnerships, support Ukraine, and deepen engagement with neighbouring and strategic partners through frameworks like the Pact for the Mediterranean and Global Gateway.
The programme concludes with a commitment to an inclusive and future-ready Union, backed by a new long-term budget and preparations for further EU enlargement. It sets a foundation for collective progress and resilience, reaffirming the EU’s resolve to deliver real benefits for its citizens and a stable global presence.
