The Resilience Dashboards provide a holistic assessment of the EU's and Member States’ ability to progress towards policy objectives amidst societal challenges, covering social and economic, green, digital, and geopolitical dimensions.

Developed by the European Commission as part of its strategic foresight agenda, the Resilience Dashboards offer a comprehensive tool to assess the capacities and vulnerabilities of the EU and its Member States in navigating societal transformations and shocks. Framed within four interrelated dimensions—social and economic, green, digital, and geopolitical—the dashboards aim to support evidence-based policy by identifying strengths, weaknesses, and potential areas for further analysis and action.
Each dashboard is structured around key indicators, selected through a collaborative intelligence process with Commission services, Member States, and experts. Indicators reflect both resilience capacities (enablers of progress) and vulnerabilities (obstacles to transitions), drawing on publicly available data and aligned with EU policy frameworks such as the European Semester and the European Green Deal.
The dashboards are complemented by synthetic resilience indices, which summarise the relative position of countries across dimensions, helping to monitor Europe's progress toward sustainable development and wellbeing beyond GDP. By embedding a forward-looking perspective, these tools inform the EU’s capacity to cope with crises, manage transitions, and maintain global leadership in a fair, inclusive, and democratic manner.
They are updated regularly, most recently in Spring 2024, and integrated into European Semester Country Reports via the Resilience Annex. With continued iteration and input, the dashboards contribute to the EU’s ambition to strengthen strategic resilience in a dynamic global context.
