In April 2025, Valencia City Council presented its Strategic Tourism Plan 2025–2028 - a roadmap aimed at positioning Valencia as the leading urban destination in the Mediterranean by managing tourism growth through sustainability and respect for the local culture and lifestyle.

The plan identifies 22 strategic challenges and proposes 50 targeted measures, developed through a participatory process that included 38 individual interviews, three consultation sessions, and seven workshops. It also features annual planning supported by methodologies, tools, and evaluation mechanisms, including a collaborative working group, a dashboard, and both strategic and operational indicators.

Valencia aspires to become a model for sustainable urban tourism, emphasising accessibility, digital transformation, managed visitor flows, and the promotion of key tourism segments such as cultural, family, and gastronomic tourism. The plan prioritises residents’ well-being and promotes a type of tourism that aligns with local values.
