A new study explores how supportive social entrepreneurial ecosystems in Euroregions can increase cross-border cooperation and impact. Findings show that combining visibility, funding, education, and network support is key to scaling social innovation across EU borders.

The latest research published in the Social Enterprise Journal explores how the configuration of social entrepreneurial ecosystems across 40 Euroregions in Europe shapes the participation of social enterprises in cross-border cooperation (CBC) projects. Drawing on more than 4,300 EU-funded initiatives from 2014-2020, the paper identifies how specific ecosystem elements, and their combinations influence the capacity of regions to foster collaborative social innovation.
For organisations engaged in the proximity and social economy, this study provides evidence on how tailored, place-based ecosystems can boost impact across borders. It highlights that strengthening networks, education, visibility, and financial access together create conditions where social enterprises can thrive not just within a region, but between them. The findings offer practical value for Euroregions, local authorities, and intermediaries supporting community-led development and inclusive growth.

- Social enterprise participation in CBC projects is significantly higher in Euroregions where multiple supportive ecosystem elements are present and coordinated.
- Combinations of visibility, education, access to funding, and supportive policy environments yield better outcomes than isolated efforts.
- Western European Euroregions show greater social enterprise activity in cross-border projects, suggesting stronger histories of cooperation and more mature ecosystems.
- Strengthening local ecosystems through targeted support can enable more equitable access to cross-border opportunities and shared social value creation.
The study offers strategic insights for ecosystem actors looking to scale impact, unlock EU funding opportunities, and enhance territorial cohesion through social entrepreneurship. It reinforces the importance of ecosystem coordination and regional collaboration core priorities of the EU’s proximity and social economy agenda.
