On April 24, 2024, during the 4th Technical Support Instrument annual conference, the European Commission unveiled a new call for the TSI 2025 cycle. This initiative aims to assist Member States in designing or implementing reform projects in 2025. Member States are invited to submit requests for technical support across various sectors, including green and digital transition, diversity, public and private finance, migration, business environment, health, skills, and education.

DG REFORM has developed the Repository of Reform Support Needs to facilitate the design of these requests. This tool allows Member States to upload and discuss their individual support needs, helping identify synergies and enabling the creation and submission of multi-country requests for the TSI 2025 call.

Member States can submit technical support requests by October 31, 2024. These requests should outline the policy areas and priorities needing support. Templates for request submissions are available on the dedicated webpage. The Commission will review these requests through a dialogue with each Member State to assess their specific needs and explore support options. This assessment is guided by the criteria and principles outlined in Article 9 of the TSI Regulation. Project deployment begins following the adoption of the TSI annual work programme.

The TSI offers comprehensive support throughout all reform stages, including design, implementation, change management, and evaluation. Support may include strategic or technical advice, reform need assessments, training, or expert in-country missions (as per Article 8 of the TSI).

Key features of the TSI support include:

  1. Member State Initiated: Success hinges on the ownership and engagement of the requesting Member State.
  2. Tailored Solutions: Support is customized to address the specific needs of each Member State.
  3. Expertise: A unique combination of expertise is provided, matched to the specific requirements of the reform.
  4. Hands-On Delivery: The Commission engages in detailed dialogue to understand and swiftly address reform needs.
  5. Capacity Building: Enhances the institutional and administrative ability of Member States to design and implement reforms, facilitate transitions, address challenges identified in the European Semester, and apply EU law.

Requests are assessed based on several criteria defined in Article 9 of the TSI Regulation:

  • Urgency and scope of identified challenges
  • Support needs in relevant policy areas
  • Socioeconomic indicators and administrative capacity of the Member State
  • Principles of transparency, equal treatment, and sound financial management
  • Member State prioritization

Through the TSI, the Commission provides valuable expertise in policy advice, strategy formulation, and reform implementation. This expertise may come directly from the Commission, recognized external experts, or other Member States with relevant experience.
