The European Commission invites all interested stakeholders to participate in a survey in the context of a “Study in support of the implementation of the General Product Safety Regulation (GPSR)”.

In the context of evolving technologies and increasing digitalisation, a key aim of the GPSR is to protect consumers from electronic vulnerability. This kind of ‘e-vulnerability’ refers to the potential for consumers to face detriment when interacting with digital technologies, especially when shopping for products online, in different types of platforms including social media, or buying and using new technology products. Consumer e-vulnerability can take many forms, but typically originates from consumers lacking digital skills, understanding of risks, confidence when interacting with digital technologies, and/or protection against risks originating from such technologies. 

The European Commission is collecting evidence to inform and support policymakers to better understand the potential e-vulnerability of consumers in the EU and how it can be addressed, ensuring safe products for all. 

The survey on consumer vulnerability will be a key research tool of this study. Stakeholders' contributions will be crucial for gathering more insights on:

  • What is needed to ensure that consumers in the EU receive and understand essential product safety information,
  • Digital solutions for providing product safety information, and
  • How new technology products and online sales influence the vulnerability of consumers.
