The European Commission’s Joint Research Centre (JRC) has launched a new phase of its wide‑ranging preparatory study on textile products and is reiterating its invitation to stakeholders to submit comments and additional information by the deadline of 30 March 2026. This represents an important opportunity for industry, civil society, and technical experts across the textile value chain to help shape forthcoming ecodesign requirements under the EU’s Sustainable Products Regulation (ESPR).

Stakeholders can register and access all consultation materials via the Product Bureau website, and contribute evidence, insights, and practical perspectives through online questionnaire Part 1 and Part 2.
The study follows the established Methodology for Ecodesign of Energy‑related Products (MEErP), adapted to reflect the specific characteristics of textile products. It also draws on elements from the EU Ecolabel and Green Public Procurement (GPP) criteria, ensuring that the analysis is grounded in robust environmental and market data.
Besides a market analysis and a survey of available and future technologies, the milestone report submitted to the consultation has presented groups of relevant product aspects:
Physical durability, which includes physical durability, reliability and reusability;
Maintenance;
Repairability, which includes repairability, upgradability, possibility of refurbishment, and possibility of remanufacturing;
Generation of waste;
Recyclability and recycled content;
Environmental impacts, which include environmental impacts, energy use and energy efficiency, water use and water efficiency, resource use and resource efficiency;
Presence of substances of concern
The consultation offers stakeholders an opportunity to shape the evidence base that will inform future Ecodesign measures and the development of the Digital Product Passport for textiles.
Stakeholder participation is central to the process, and with the 30 March deadline approaching, early engagement is strongly recommended.
