A new Eurobarometer survey published by the European Commission has examined the experiences of small and medium-sized enterprises (SMEs) recruiting workers from outside the European Union. The findings provide insight into the opportunities that international recruitment can offer businesses facing labour and skills shortages, while also identifying the barriers that continue to affect employers seeking talent from non-EU countries. The survey contributes to ongoing discussions on workforce availability, skills need, and labour market resilience across Europe.
The survey found that many SMEs view recruitment from outside the EU as an important way to address labour shortages and access specialised skills. However, respondents also reported a range of challenges, including complex administrative procedures, difficulties navigating immigration requirements, and limited information about recruitment pathways. The findings suggest that while businesses recognise the value of international talent, practical and regulatory barriers can make the recruitment process more difficult. The survey further highlights the need for clearer information, streamlined procedures, and targeted support measures to help SMEs attract and retain workers from outside the EU.
The results underline the growing importance of skills and labour mobility in supporting the competitiveness of European businesses, particularly in sectors experiencing workforce shortages. By identifying both obstacles and opportunities, the survey provides evidence that can inform future policy discussions on labour market needs and talent attraction.
