The EU plans to double Horizon Europe’s funding to €175 billion for 2028-2034, organising efforts around four pillars and supporting ambitious ‘moonshot’ initiatives to drive innovation and societal impact across Europe.

The European Commission announced that the upcoming Horizon Europe programme will be expanded to a €175 billion budget under the EU’s long-term plan for 2028-2034. The programme promises to be twice as big, simpler, faster and more impactful, financing breakthrough solutions from AI‑driven healthcare to clean mobility, space innovations and sustainable living.
The programme will be organised into four pillars:
- Excellent science: expanded European Research Council, Marie Skłodowska‑Curie Actions under the ‘Choose Europe’ approach
- Competitiveness & society: collaborative research tied to the European Competitiveness Fund and EU missions
- Innovation: strengthening the European Innovation Council, including support for defence and dual‑use startups
- European research area: deepening the unified European Research Area (ERA) with infrastructures and a reformed widening component
The package also includes funding for ambitious 'moonshot' projects in areas such as quantum computing, clean aviation, fusion energy, next-generation AI, data sovereignty and ocean observation.
