The European Commission has adopted the Horizon Europe work programme 2026-2027, allocating €14 billion to support research and innovation (R&I) across the EU’s key strategic priorities. The programme aims to drive advancements in climate neutrality, digital leadership, talent mobility and industrial resilience.
The work programme introduces a set of horizontal calls addressing cross-cutting challenges in EU research and innovation. Among these is a €540 million call to support the Clean Industrial Deal, promoting clean technologies and decarbonisation in energy-intensive sectors, alongside a €90 million call for research into trustworthy artificial intelligence (AI) applicable to areas such as advanced materials, agriculture and healthcare. The programme also allocates funds through the New European Bauhaus Facility, with over €210 million earmarked for sustainable and inclusive design in communities.
To attract and retain talent across Europe, the work programme includes funding under the Choose Europe initiative, dedicating €50 million to Marie Skłodowska-Curie Actions for fellowships and mobility support. Additional investment will be directed to research infrastructures and to strengthening European research ecosystems through initiatives like European Startup and Scaleup Hubs. The programme has been simplified with a shorter structure and reduced administrative burden to make participation more accessible, especially for newcomers and small organisations.
