French region builds shared data platform to guide tourism through climate pressures

Occitanie, France won 2nd place in the Destination Management category at the Green Destinations Top 100 Story Awards 2026 for OTO, a regional platform that consolidates tourism, environmental, mobility and economic data into shared dashboards. The tool is now used by over 100 organisations across the region, including France's national statistics institute for a study on tourism's vulnerability to extreme heat.

Developed by the Regional Committee for Tourism and Leisure (CRTL Occitanie) since 2021, OTO pulls together tourism supply data, mobility and accessibility figures, environmental and climate-risk layers, and anonymised mobile-network visitor flow data into a single platform, replacing a legacy system that tracked tourism metrics in isolation. Rather than building this centrally and imposing it top-down, CRTL Occitanie co-designed the dashboards with departmental tourism agencies, local tourism offices and regional parks, and ran in-person training sessions to help less data-fluent stakeholders adopt the tool.

Since its 2024 public launch, OTO has been adopted by over 100 organisations across Occitanie, with more than 120 individual user accounts, and has been selected by INSEE, France's national statistics institute, as a support tool for a national foresight study on tourism's exposure to extreme heat in 2030 and 2050. Its Sustainable Tourism module directly integrates Green Destinations sustainability indicators, and a newer feature generates territorial fact sheets summarising key tourism-related issues across 15 themes for individual destinations.
