Launched in Constanța on September 4, 2025, the 5th edition of the "White Paper on Romanian Tourism" was organized by IMM Romania, in collaboration with Groupama Insurance and the Ministry of Economy, Digitalization, Entrepreneurship, and Tourism.

This detailed analysis reveals a concerning decline in the tourism sector, with significant revenue and overnight stay reductions reported by 70% of operators. Key challenges include shifts in consumer behavior, economic changes, and potential VAT rate adjustments that could critically impact turnover by 10 billion lei. Despite this, vacation vouchers have positively impacted the sector, doubling its revenue over the past decade.
