A recent project led by the Finnish Heritage Agency signifies a key milestone in developing the Cultural Routes of the Council of Europe. This initiative produced practical tools, including a detailed guidebook and an innovative workshop format, designed to assist stakeholders involved with European cultural routes. The main goal is to enhance the accessibility, strategic value, and impact of these routes. Since their inception in 1987, Cultural Routes have provided a framework to link heritage, tourism, and intercultural dialogue across borders, emphasizing Europe’s shared cultural identity and values.

A recent initiative led by the Finnish Heritage Agency represents a significant step forward in enhancing the development of the Cultural Routes of the Council of Europe. Through a dedicated project, new practical tools—a comprehensive guidebook and an innovative workshop model—have been created to assist stakeholders working with cultural routes across Europe.
The main goal of the initiative is to make cultural routes more accessible, strategic, and impactful. Since their launch in 1987, Cultural Routes have served as a framework for connecting heritage, tourism, and intercultural dialogue across borders, showcasing Europe’s shared cultural identity and values.
The new guidebook offers a clear overview of the Cultural Routes programme, including its benefits, requirements, and opportunities. It provides step-by-step instructions for both existing certified routes and new initiatives, helping organisations to engage with the programme and develop their own route ideas. Alongside the guide, the workshop model is designed as a practical facilitation tool. It features structured questions and exercises to support brainstorming, planning, and strategic development at various stages of a route’s lifecycle. Notably, the model is flexible and can be adjusted to different contexts—from initial idea development to the creation of detailed action plans.
