Regione Liguria, in collaboration with the Employment Sector, has created the Tourism Employment Pact. This system was created in 2018 to provide support to a strategic sector for Liguria's socio-economic system, encouraging seasonal adjustments and the hiring of seasonal workers. In agreement with the workers' unions, private tourism companies can now apply for employment bonuses for hiring for at least six months per year. This pact has produced good results and has become a best practice for other regions. Regione Liguria intends to continue with this pact to promote employment in the tourism sector and the quality of tourism hospitality. 

Each year, adequate funding for the public tender requires at least €3 to €5 million

For tourism skills there is no "Agreement", but there are initiatives to train tourism professionals and improve skills, especially in the sustainable sector. Regione Liguria, through its Training Department, Alfa (Regional Agency for Employment, Training, and Accreditation), and with the main tourism professions associations and training centers accredited by Regione Liguria, is working to qualify outdoor professionals, as a necessary improvement to the hospitality offered by Liguria and to support the growth of sustainable tourism. Professional roles related to the outdoor sector include GAE (Environmental Hiking Guide), Cycling and Off-Road Mountain Bike Instructor, International Tour Manager and Marine Naturalist Tour Guide. Regione Liguria is committed to continuing to raise awareness among training institutions and to listen to the training needs, especially of young people, to develop new specialized roles that can lead to a more informed exploration of the region.

In 2024, 50 new GAEs were certified. During 2025, Regione Liguria certified 75 "new" tourism professionals to improve the quality of hospitality, particularly in the outdoor and inland areas. Of these 75 new professionals, 45 are GAEs (Environmental Hiking Guides), joining the more than 170 already certified in the 2023/2024 two-year period through previous professional training courses. The total number of new Environmental Hiking Guides in Liguria now stands at 215. This year, 16 new professionals have been added to the "Cycling and Off-Road Mountain Bike Instructor" role; 14 new "International Tour Manager" qualifications have been added.
