The EU Digital COVID Certificate was established by the European Commission to facilitate safe free movement during the COVID-19 pandemic by providing proof of vaccination, negative test results, or recovery from COVID-19. This certificate, recognized across all EU member states and several non-EU countries, played a crucial role in supporting Europe’s tourism industry and ensuring safe travel for citizens.

The certificate system, which issued over 2.3 billion certificates, was instrumental in coordinating the lifting of travel restrictions and preventing the use of fake certificates. On 1 July 2023, the World Health Organization adopted the EU system to create a global digital health certification network, aiming to enhance global health security and facilitate international travel.
