The Commission's fourth annual State of the Digital Decade report shows Europe making progress towards its 2030 digital transformation targets - including secure and sustainable digital infrastructure - while flagging that the real challenge now is delivery at scale and speed.

For the Industrial Machinery and Advanced Manufacturing ecosystem, this report matters because most of its 2030 targets - connectivity, compute, semiconductors, cybersecurity, skills - are precisely the enabling layers on which smart factories, robotics and connected production lines depend. It acts as an independent check on whether the EU's own digital roadmap is being delivered reliably enough for manufacturers to plan multi-year automation investment around it.

  • Basic connectivity is largely sorted: almost 97% of households have basic 5G coverage, but high-capacity bands and fibre rollout still lag - directly relevant when evaluating which plant locations can support real-time machine connectivity and IIoT deployments today versus later.
  • AI and cloud adoption growing fast, from a low base: 47% of EU firms use cloud, 40% use data analytics, and AI adoption is near 20% but jumped 50% in a year. For manufacturers, this signals that predictive maintenance, quality inspection and process-optimisation AI tools are moving from pilot to mainstream - early adopters gain a competitive edge.
  • Chips and compute capacity remain a weak spot: the EU holds only 9% of the global semiconductor market vs. a 20% target, and compute capacity trails demand despite fast edge rollout. This is a relevant supply-chain consideration for machinery embedding sensors, controllers and edge AI hardware - continued exposure to non-EU chip suppliers should be factored into sourcing strategies.
  • Cybersecurity dependency persists: heavy reliance on non-EU cybersecurity vendors is a relevant risk factor for connected production environments and OT security, where machinery increasingly sits on the network.
  • ICT talent shortage: specialists are only 5% of employment, half the 2030 target - a likely bottleneck for manufacturers hiring for automation engineering, industrial data and cloud/OT security roles.
  • SMEs face adoption barriers around data, skills and integration - relevant for the many mid-sized machinery builders and suppliers that will need EU-backed support to scale digital retrofits.
  • Funding cliff approaching: nearly half of national digital funding phases out by 2026 - worth tracking for manufacturers relying on co-funded digitalisation or automation grants under the next EU budget cycle.
  • Measurable ROI: every €1 spent under NextGenerationEU's digital policies is estimated to generate €1.50 in EU economic output by 2030 - a useful data point for building internal business cases aligned with EU funding timelines.

Bottom line: basic connectivity is close to solved, but the sovereignty-critical layers - chips, compute, cybersecurity and skills - are exactly the infrastructure the manufacturing sector needs most, and they remain multi-year risk factors to weigh into investment timing.
