Regulation (EU) 2024/1252 sets 2030 domestic-capacity benchmarks (10% extraction, 40% processing, 25% recycling) for 34 critical and 17 strategic raw materials, including the rare earths, cobalt and graphite used in permanent magnets, sensors and battery cells across robotics and advanced-materials value chains. Strategic Project status gives promoters streamlined permitting and priority access to the RESource Action Plan financing hub.
