The proposal writes 'Made in EU' and low-carbon criteria into procurement and support schemes for an initial group of sectors - steel, cement, aluminium, cars and net-zero technologies - and asks every Member State to set up a single digital point of contact for permitting new or expanded manufacturing sites, aiming to cut delays that have historically slowed factory investment across the EU. The proposal is still at an early stage: Parliament and Council are now reviewing and amending the Commission's text, with final agreement not expected before mid-2027; the procurement and permitting provisions would then phase in over the following year and a half or so, with the strictest measures (mandatory 'Made in EU' procurement quotas) not landing until around January 2029.
