The Chips Joint Undertaking, the EU's public-private partnership implementing the Chips Act, coordinates a network of 30 national and regional competence centres across 28 countries, each giving SMEs and researchers local access to semiconductor design expertise, tools and a route into the EU's shared pilot-line infrastructure.

Rather than expecting every SME to independently identify and navigate EU-level semiconductor infrastructure, the competence centre network is designed as a local first point of contact - similar in spirit to the European Digital Innovation Hub model, but specifically focused on chip design and semiconductor manufacturing. For a machinery or component manufacturer beginning to explore custom or application-specific chips for the first time, a national competence centre is generally a more realistic starting point than approaching a large pilot line such as NanoIC or FAMES directly.
