Unlike a single national programme, each EDIH is locally rooted but connected into the wider network, meaning a manufacturer can start with whichever hub is geographically closest and be referred onward to more specialised infrastructure - AI Factories, Testing and Experimentation Facilities, or regulatory sandboxes - as its specific need becomes clearer, rather than needing to identify the right specialist facility from the outset. EDIHs are also positioned as a first point of contact for basic AI Act compliance questions, making them a practical starting point for a manufacturer that is unsure not just which technology to adopt, but which rules will apply once it does.
