ENISA's annual Threat Landscape report, published in October 2025 and covering close to 4,900 incidents recorded between July 2024 and June 2025, places manufacturing among the five most-targeted sectors in the EU, alongside public administration, transport, digital infrastructure and finance.

One figure stands out for this ecosystem: threats aimed at operational technology (OT) made up 18.2% of everything ENISA categorised, evidence that industrial networks are being pulled into the same threat picture as conventional IT as the two increasingly connect. Inside the manufacturing numbers, plain financially-motivated cybercrime was behind roughly six in ten incidents, with three ransomware families - Akira, Qilin and FOG - responsible for most of the confirmed cases. Hacktivist groups added a second, more political layer, running DDoS campaigns and occasionally probing OT systems to publicly tie a manufacturer to a geopolitical dispute, particularly where the company had any visible link to defence supply chains. Separately, the report counted well over 42,000 newly published vulnerabilities across the year, up by roughly a quarter on the previous period, with attackers frequently weaponising the most serious ones within days of disclosure.
