On 3 June 2026 the Commission proposed a follow-up to the 2023 Chips Act, arguing that the original law mobilised over €52 billion in investment but never solved Europe's weak demand for its own semiconductor output - chips that increasingly power AI accelerators, robot controllers and machine-vision sensors.

The new proposal introduces 'Demand Accelerators' - joint public and innovation procurement designed to connect European chipmakers with industrial buyers - and a 'Semiconductor Regions of Excellence' label intended to cap permitting times for manufacturing clusters at around 12 months. It sits alongside a parallel Cloud and AI Development Act as part of a wider Technology Sovereignty Package, and both texts now move into negotiation between Parliament and Council.
