As part of the next long-term EU budget 2028-2034, the Commission is proposing to double the budget of the research and innovation framework programme to €175 billion. The new Horizon Europe will boost Europe’s competitiveness and fund solutions to real-world challenges.

The news concerns the European Union’s proposal for Horizon Europe 2028-2034: twice bigger, simpler, faster and more impactful, a long-term EU research & innovation programme, which was released on 16 July 2025.
The main content of relevance for the actors involved in agri-food might be of interest for the following reasons:
The budget doubling to €175 billion.
Simplification: reducing the number of topics, faster grant signature.
The four pillars: “Excellent Science”, “Competitiveness and Society”, “Innovation”, “European Research Area”. “Competitiveness and Society” covers industry, clean transition, and digital leadership.
Expansion of European Innovation Council (EIC), focus on high-risk disruptive projects and defence/dual-use startups.
