The European Commission has proposed a Public Procurement Act that would replace the three 2014 procurement directives with a single regulation. For the food sector, the proposal introduces a dedicated article allowing public buyers, such as schools and hospitals, to weigh criteria including freshness, seasonality and food chain fairness in their purchasing decisions.

Public food procurement represents an estimated €50 billion a year in the EU, giving the provision real potential to shape demand toward local, seasonal and sustainably produced food. Food sustainability organisations have welcomed the new criteria while noting they remain optional rather than mandatory.
The proposal now moves to the European Parliament and the Council for negotiation.
