JRC study: shifting agricultural R&D toward input-saving technologies could cut chemical inputs by up to 30%

A JRC-authored study examining long-term agricultural productivity growth finds that redirecting public R&D investment in high-income economies, including the EU, away from maximising yields and toward input-saving technologies could reduce fertiliser and pesticide use by up to 30%. The modelling suggests this could be achieved with limited effects on food security and food prices. At the global level, however, agricultural greenhouse gas emissions are still projected to increase faster than output.

The findings highlight a policy trade-off for the EU. Continuing to focus agricultural R&D on increasing yields can boost output, but does relatively little to reduce the sector’s environmental footprint. Redirecting more funding toward efficiency-focused research could instead help lower the use of chemical inputs without creating major food security costs.
The study also contributes to ongoing discussions on how future Horizon Europe funding should prioritise agricultural research in the agri-food and bioeconomy sectors.
