EU launches revision of energy security framework to tackle emerging risks

A number of shortcomings have been identified in the EU’s energy security architecture. Firstly, it is divided by sector, and secondly – as became apparent during the energy crisis caused by Russia’s full-scale invasion of Ukraine - there are some gaps. The Commission therefore proposes to revise this framework to adapt to the new geopolitical, energy and climate situation in order to prepare for a more decarbonised, electrified and integrated energy system.

The European Commission has opened a public call for evidence (open until 13 October 2025) to inform its planned revision of the EU Energy Security Framework, with a formal proposal due in early 2026. The revision aims to strengthen resilience of the EU’s energy system—focusing on emerging threats like cyber-attacks, climate change impacts, and geopolitical instability—as well as improve protections, preparedness, and adaptability across gas and electricity supply chains.
