Techniques Chimiques Nouvelles (TCN), a French SME, won the National Associations and SMEs category for developing pre-dosed, fully biodegradable water-soluble packaging bags for chemical products, combining a purpose-built dosing machine with bio-based film that dissolves completely in hot water. For smaller, specialised chemical formulators, the innovation addresses three problems at once, packaging waste, dosing accuracy and user handling safety, rather than treating them as separate improvement projects.

The system works by pre-dosing chemical product into individual water-soluble sachets using a dedicated packaging machine, so that end users add the entire sealed unit directly into a process (such as a wash or treatment bath) without opening the packaging or handling the raw chemical directly, and without needing to measure a dose themselves. The biodegradable, bio-based film dissolves fully once immersed in hot water, leaving no packaging waste to dispose of and eliminating the risk of operators being exposed to concentrated product during transfer, a safety benefit alongside the environmental one.

Cefic frames the innovation as an example of how industrial performance, sustainability and user safety can converge in a single, relatively modest engineering solution, one achievable by a specialised SME rather than requiring the capital scale of a multinational producer. For smaller chemical formulators facing similar packaging waste and dosing accuracy challenges, TCN's approach illustrates that meaningful Responsible Care innovation does not necessarily require large R&D budgets, but rather a willingness to rethink a routine operational step that is often taken for granted.
